Design, Delivery, Monitoring and Evaluation of Handwashing with Soap Programs: A Global Handwashing Partnership Certificate Course
Introduction & target audience
This course is designed by the Center for Global Safe Water at Emory University and the Global Handwashing Partnership. The course explores the design, delivery and monitoring and evaluation of handwashing with soap programs, with a view to bringing programs to scale in low- and middle-income countries.
The course is geared towards those interested in promoting handwashing with soap among populations in the Global South, such as handwashing program developers, program implementers, policy makers, funders, teachers, and monitoring and evaluation specialists. Much of the content may also be applicable to high-income settings.
Course outcomes
- Understand the current state of knowledge for handwashing with soap
- Identify current approaches to hygiene and handwashing with soap promotion
- Utilize a specific behavioral framework to design a program for handwashing with soap
- Develop a handwashing with soap behavior change strategy
- Know the steps of developing a handwashing with soap program
- Become familiar with the basic tools to monitor and evaluate a handwashing with soap program
Take the course
The course consists of two modules lasting approximately one hour each. You may choose to undertake either or both. After each module there will be an assessment. Participants who receive a score of 80% or above will be awarded a certificate. For full details, please see the Course Curriculum.
Module 1 covers:
- State of knowledge and evidence base for handwashing with soap
- Key times to promote handwashing with soap
- Technologies used for handwashing with soap
- How handwashing with soap is promoted by different stakeholders
- Examples of handwashing with soap programs, including current approaches and behavioral frameworks

UNICEF’s 2008 Module: More than Soap and Water: Taking Handwashing with Soap to Scale
Introduction & target audience
The UNICEF Handwashing Module outlines how handwashing behavior can be changed on a large or national scale by providing lessons from industrial marketing and public health approaches and thinking. The module is based on the collective experiences of the GHP, the Global Scaling Up Handwashing Behavior Change Project, Project Champion, and others.
This guide is intended for UNICEF staff; however, global development organizations, decision makers in government ministries, and funding agencies will also find guidance in this module for designing policies and programs to improve public health through the promotion of handwashing behavior change.
Course outcomes
- Understand the public health benefits of handwashing with soap
- Understand and appreciate both the rationale and nature of the shift in approach to handwashing behavior change that has taken place in the past decade
- Be familiar with the underlying principles and key components of new approaches, including those that are large scale, have a single-behavior focus, are consumer focused, and so on.
- Understand the first steps towards design and implementation of a handwashing with soap program, including formative research, strategy development, and preparation of communication messages and materials
- Be acquainted with monitoring indicators and methods for handwashing programs
- Be familiar with best practice examples from the implementation of various components of handwashing programs in different countries and contexts
- Understand how partnerships may add to the sustainability of handwashing programs
- Appreciate the links between handwashing and sanitation programs
- Know where to get more information or help developing a program

UNICEF’s 2013 Handwashing promotion: Monitoring and Evaluation
Introduction & target audience
This guide will walk you through planning and implementing monitoring and evaluation (M&E) for your handwashing promotion program. Programs that promote handwashing are diverse and vary in scope. The content of this module is designed to be adapted to a variety of programs and is intended for those designing M&E plans for handwashing promotion programs.
Course outcomes
- Identify the 7 major steps of handwashing promotion M&E
- Know how to choose appropriate indicators for your program’s objectives
- Be ready to collect the necessary data and sample questions for indicators relevant to handwashing advocacy, education, and behavior change
